WASHINGTON – TRICARE, the health care program serving active duty service members, is gauging industry interest and capabilities for providing a Web-based electronic health record system for its military health system.

EHRs would be designed to aggregate data for each patient over time across providers, operate in all care settings, and allow information sharing with health partners, according to a Fb. 9 announcement by TRICARE on the Federal Business Opportunities website.

The announcement requests that prospective vendors describe the certification of their online EHRs, their data model for storing clinical data, whether the vendors' code is "open source," and features for clinical decision support, immunization and personal health records.

Vendors should also explain the extent of their interoperability with the nationwide health information network, national reference laboratories and electronic prescribing, to exchange records with federal and private providers.

TRICARE also asks interested vendors to assess the value or applicability of Web-based EHRs within the military health system, the Department of Veterans Affairs health system, and in a joint collaboration between VA and the military health system.

TRICARE said it plans in the "near future" to issue a request for a proposal that may result in a multi-year contract. Responses to the request for information are due Feb. 18.

I hope this will include a thorough Application Web Vulnerability analysis before vendor selection is made.
