CCHIT announces 33 certifications

CHICAGO – The Certification Commission for Health Information Technology announced Oct. 1 that it has tested and certified 33 Electronic Health Record products under the ONC-ATCB program.

CCHIT is one of three Approved Testing and Certification Bodies, designated by the Office of the National Coordinator (ONC). The other two are the Drummond Group and InfoGard Laboratories, Inc.

The ATCBs certify that the EHRs are capable of meeting the 2011/2012 criteria supporting Stage 1 meaningful use. Certification is required to qualify eligible providers and hospitals for funding under the American Recovery and Reinvestment Act (ARRA).
 
The CCHIT certifications include 19 Complete EHRs, which meet all of the 2011/2012 criteria for either eligible provider or hospital technology, and 14 EHR Modules, which meet one or more – but not all – of the criteria.

 "We are pleased to have quickly completed the certification process for these EHRs so that companies are now able to offer certified products to providers who wish to purchase and implement EHR technology and achieve meaningful use in time for the 2011-2012 incentives. This is a testament to the Commission's long history in certifying EHRs and the skills and experience of our trained team who test the products we certify," said Karen M. Bell, MD, CCHIT chairwoman. "We have ramped up our testing capacity to accommodate the demand for ONC-ATCB certification. 

"Applications and testing dates are available for other EHR developers seeking this certification," she added.

The HHS Final Rule, Establishment of the Temporary Certification Program for Health Information Technology, requires EHR developers to provide complete information on the details of their ONC-ATCB 2011/2012 certification, including company and product name and version, date certified, unique product identification number, the criteria for which they are certified, and the clinical quality measures for which they were tested, and any additional software a complete EHR or EHR module relied upon to demonstrate its compliance with a certification criteria. This information also will be available on the CCHIT website next week for the products certified by CCHIT.

Another factor to consider is that if an organzation has several " best of breed" systems they will need to ensure that ALL of them are certified in order to meet meaningful use.

I fully agree with previous posters on the need for data exchange standardization. It's nice to have peace of mind (yes, my EHR is certified, so I can get ARRA incentive funding...) - but that doesn't get to the point of effectiveness. The whole point of ARRA incentives and meaningful use was to stimulate the meaningful use of Health IT - and without some standards around data interchange (a common data dictionary, transaction definitions, etc.), all this will do is create a lot of revenue for systems integrators trying to stitch together disparate systems while delaying the true payoff from Health IT that ARRA was supposed to accelerate.

What are the incentives for ONC & HIMSS certifications? Seems to me that "meaningful use" needs to drive the incentives for standardization? Or, is this just another layer of government bureaucracy that makes health care even more complex?

@CPRTrev...You make a good point. There needs to be a standard as well for info exchange that all EHR/EMRs abide by. I know we have some common languages like XML, HL7, etc, but there may be a need to establish a new (or use existing) language.

One question comes to mind after reading this article: Will the file formats be recognizable between different EHR? If I send a patient chart from PrimeSUITE to NextGen will NextGen recognize the format that was created in PrimeSUITE? This should be something that the CCHIT looks into.

I understand that we live in capitalist world and I am all for fair competition, but with all of these different EMRs/EHRs that don't talk to each other, is this really the best aim for patient care. The system appears to be creating more work for itself and in essence creating work where it is not needed. I am not totally familiar with all of the meaningful use requirements, but it would seem that having all of these EMRs/EHRs be able to talk together would seem pretty intuitive. Because they do not play nice together you have other organizations that are responsible just for organizing all of these EMRs/EHRs. I am not suggesting that we eliminate competition and have a government mandated EMR/EHR, but I think that meaningful use requirements should include some directive that requires friendly play between all the EMRs/EHRs

I agree integration among different systems is not evident in the test critieria, but a critical factor to success. While most standards today define at least a foundation of integration, the mere line of "interchange" does not specific how ambiguity in translation could lead to radically different systems.

Do these "certifications" translate into "certification approval for companies that own and use this technology?

If you have other technology that you already own. Can you use it to meet the requirements for certification?
